Transition to DigitalOcean nearly complete

The server is completely functional and the website is available. Final testing is going on.

Currently installing Ubuntu to the server and moving data over.

Because of the impending Windows 10 EOL, and because of other technical issues relating to WSL, we are moving permanently to Ubuntu.
